The Food and Drug Administration’s (FDA) new rules that combat illegal Internet purchases of prescription drugs that could pose serious health risks to consumers are likely to be “strictly legal” in the U. S. and other countries, officials said Thursday.

“The side effects in these patients were very severe, and there was a very bad side effect,” Dr. Michael M. Miller, an internist at Massachusetts General Hospital, said.

“It was hard to know what to do,” he said. “I was very, very embarrassed to talk to people about Viagra.”

Viagra is taken as needed, so there is always a risk of an adverse reaction, said Dr. David S. Ricks, a professor at George Washington University who was not involved in the study.

“It’s very difficult to find a product that is safe,” Ricks said. “When you’re young, you have to have some risk.”
